The Behavioral Analysis Safety Improvement Categories (BASICS role) are part of the new Safety Measurement System (SMS). The role of SMS is to monitor and quantify the safety performance of commercial motor carriers and drivers through a more powerful use of existing motor carrier data. The SMS captures data related to violations discovered at the roadside, crash, and intervention data.
The system provides scores for motor carriers across several BASICs areas:
• | Unsafe Driving - Dangerous or careless operation of commercial motor vehicles. |
• | Fatigued Driving (Hours-of Service) - Driving commercial motor vehicles when fatigued. This includes hours of service violations |
• | Driver Fitness - Operation of commercial motor vehicles (CMVs) by drivers who are unfit to operate a CMV due to lack of training, experience, or medical qualification. |
• | Controlled Substances/Alcohol - Operation of a CMV while impaired due to alcohol, illegal drugs, and misuse of prescription medications or over-the-counter medications. |
• | Vehicle Maintenance - CMV failure due to improper or inadequate maintenance. |
• | Cargo Related - Shifting loads, spilled or dropped cargo, and unsafe handling of hazardous materials. |
• | Crash Indicator - Histories or patterns of high crash involvement, including frequency and severity. |
• | Insurance/Other - Insurance status or other miscellaneous issues. |
Understanding the BASICs
For each BASIC, the On-Road Performance, Investigation Date, and BASIC Status are displayed as well as links to the BASICS Details and History and the Intervention Thresholds.
The On-Road Performance Column displays the measure/percentile or may contain one of the following descriptions:
• | No Violations - No violations found |
• | No Violations - Having enough inspections but no violations |
• | Insufficient Data - Does not meet critical mass threshold or the violations are older than 1 year |
• | Inconclusive - Having enough inspections but does not have enough violations for critical mass threshold |
• | No Crashes - No crashes found |
• | Displayed Percentile - Meets critical mass threshold and 12-month rule. This percentile ranks carriers in comparison to other carriers. For example, a percentile of 75 indicates that the carrier is worse than 75% of all carriers for that BASIC. |
For each BASIC, the possible On-Road Performance information is as follows:
UNSAFE DRIVING and Controlled Substances & Alcohol BASICs
• | Inconclusive - When there is less than critical mass or violations are > 1 Year |
CRASH INDICATOR
• | Inconclusive - One crash or all crashes older than 1 year |
FATIGUED DRIVING (HOS) & DRIVER FITNESS
• | Insufficient Data - Not enough driver inspections to be assessed (0 to 2 inspections for Fatigued and 0 to 4 inspections for Driver Fitness) |
• | No Violations - Enough inspections but not violations (for 3+ driver inspections for Fatigued and 5+ inspections for Driver Fitness) |
• | Inconclusive - Enough inspections but don’t have enough violations for critical mass or the violations are not recent (3+ driver inspections w/1 to 2 inspections with violations for Fatigued and 5+ driver inspections w/1 to 4 inspections with violations for Driver Fitness and 12-month rule) |
VEHICLE Maintenance & CARGO Related
• | Insufficient Data - Not enough vehicle inspections to be assessed (0 to 4 inspections) |
• | No Violations - Enough inspections but not violations (5+ inspections) |
• | Inconclusive - Enough inspections but don’t have enough violations for critical mass or the violations are not recent (5+ vehicle inspections w/1 to 4 inspections with violations and 12-month rule) |
Not Applicable (N/A) may be displayed in the On-Road Performance Column for INSURANCE/OTHER and in the Investigation Column for CRASH Indicator.
An alert icon will display in the BASIC Status column to indicate the carrier is in alert status for that BASIC.

1 The Unsafe Driving measure/percentile is based on Roadside Inspection reports. Some Unsafe Driving violations are reported when a Roadside Inspection was performed following a traffic stop for the Unsafe Driving violation. These reported violations do not always result in the issuance of a citation to the driver.
2 The Crash Indicator Measure and Crash Indicator Percentile represent carrier accident involvement only and are not intended as a means to assess fault. Explanation:
The Carrier Safety Measurement System (CSMS) Crash Indicator considers a carrier's accident involvement, regardless of responsibility or fault. State-reported crash data are used to calculate the Crash Indicator measure of relative crash involvement. State-reported crash data does not have information regarding fault.
The CSMS algorithm, by design, ranks carriers in comparison to other carriers. All carriers are treated the same way. In the case of the Crash Indicator measure the carrier's crash rates are being compared to other carriers' crash rates regardless of fault or preventability of individual crashes. Therefore, there is no relative disadvantage to any particular carrier. To eliminate misinterpretation, a caveat is placed wherever CSMS Crash Indicator-related values are shown. The caveat states, "The Crash Indicator measure/percentile represents carrier accident involvement only and is not intended as a means to assess fault."
When a Crash Indicator percentile is relatively high, it suggests that a further examination of causes is needed, and if correctable, action should be taken by the motor carrier. CSMS calculations are applied uniformly to all carriers and are adjusted for exposure.
